What does “when in the course of human …” mean?
“When in the course of human events, it becomes necessary for onepeople to deissolve the political bands which have connected them with one another, and to assume among the powers of the earth, the separate and equal stations to which the laws of nature and Nature’s God entitle them, a decent respect to the opinion of mankind requires that they should declare them to the separation.
