What does this quote mean?
In entering into social compact, men ought to not leave their ruler at large, but erect a permanent land mark by which they may learn the extent of their authority, and the people be able to discover the first encroachments on their liberties.”
Leaders should not have the freedom to simply act as they will, or they will abuse their authority. Basically, there should be some sort of boundaries set on the authority of people in power.
