Definition of: contraband of war

Anything furnished by a neutral to a belligerent that is by the laws of war subject to seizure. Arms and military supplies are classed as absolute contraband; grain, horses, etc., as occasional contraband; goods consigned to a neutral country which may be transferred to a belligerent or to a belligerent country which may be used by the army or navy are conditional contraband.
