The : \ is like a face with a crooked mouth…people use it when they’re talking about something that sucks or is kind of a “blah” thing or something…you know? The other Has to be some sort of face too but idk.
Using the ~ sign can mean either approximately or just a general sign of chirpiness. Usually, the person using it would be fond of the Japanese culture because it’s often used in Japan for a sign of being happy. Eg: ‘Good morning, honey~’ or ‘Guess what~?’ I hope I helped~! ^^;;
-.- or -,- are faces usually in response to something irritating or exhausting. (It’s glaring at you).
>.< is similar to a face palm.
😡 means they don't want to respond or you said something that was somewhat surprising to them or they are talking about something that is generally considered taboo. Some people also use it as a kissy face.

Shifty/sneaky eyes. If someone doesn’t respond right away you can use <..>, as if you are looking around for them.
Or if you say something you don’t necessarily want other people to hear. “Did you know that Sarah was dating Jeff? >.>”
Or it could be used as a response to something you don’t really believe. “Sorry man, my cat caught on fire and I had to take my sister to school.” “>.>, Dude you don’t own a cat and it’s Saturday!”

Are you guys kidding me? I get that most of you are older, text talk changes, all that, but most of the time it works like this: Does it look like a face? If the answer is no, then you have 1 more step. Is it an acronym? (i.e. g2g, lol, ily, etc etc etc.). If it is, get the context. (i.e. g2g when they leave, so it’s got to go. lol when something funny comes up, so laugh out loud. ily it usually with a heart [ <3 ] so it's "i love you".) It really isn't that hard to figure out what it means. Just turn your head sideways and it usually makes sense.
Although recently there has been a bunch of new acronyms and emoticons that don’t have a face so they don’t really make sense. I live in Canada and we have a bus transit union called “TTC,” which stands for “Toronto Transit Commission.” And for the longest time I didn’t understand what peoples statuses on Facebook meant. People were saying stuff like “At home and bored ttc.” So I was quite confused that someone could be at their house and in a bus at the same or just randomly wanted to acknowledge a bus union. But the basic ones are pretty easy I agree with you there.
~ means ‘approximately’ in the real world, but in text/chat world it denotes sarcasm. It is also a way of extending the word and emphasizing it, e.g. crazy~! means craaaaaazy!
