It means that without a good leadership, there will be war and the society may suffer the resulting consequences (i.e. chaos, anarchy, crime, lack of products). However, in the context and language the quote is written in, I think it’s from an American statesman, talking about the US leading other nations and protecting world peace, and that without the US leadership other nations and organizations will behave opportunistic, using armed force to get what they want.
